• Cost Benefit Analysis: Official Action and Updates

  • June 2020 – The EPA issued a proposal for public comment concerning processes the agency should undertake when promulgating regulations under the Clean Air Act (CAA) to ensure that information regarding the benefits and costs of regulatory decisions are developed and provided in a consistent and transparent manner.  Related materials:  Agency Fact Sheet Public Hearing (July 1, 2020) Comment docket (deadline: August 3, 2020)
  • May 2019 – EPA Administrator Wheeler sent a memorandum directing agency leadership to develop rules that outline how benefit-cost considerations will be applied to future rulemakings in a more consistent and transparent manner.
  • June 2018 –EPA issued an Advance Notice of Proposed Rulemaking (ANPR) to solicit broad public input on potential changes to its development and consideration of costs and benefits in regulatory process.
  • April 2017 – President Trump issued Executive Order 13777, “Enforcing the Regulatory Reform Agenda” (82 FR 12285), which directed agencies to identify regulations that impose costs that exceed benefits. EPA opens a public docket on regulatory reform to solicit feedback on applying the EO.
