Dear Ms. Idsal, The U.S. Chamber of Commerce and Associated Builders and Contractors appreciate the U.S. Environmental Agency’s (EPA) efforts to provide clarification to the interpretation of the term ‘begin actual construction’ in the EPA regulations implementing the major New Source Review (NSR) permitting program. We collectively offer the following comments on EPA’s efforts.
