  • 4/6/18: Interior’s Bureau of Ocean Energy Management opens request for feedback on potential for offshore wind development in the Atlantic Outer Continental Shelf.

  • 4/12/18: White House issues executive memorandum directing EPA to take a number of actions “to ensure efficient and cost-effective implementation of the NAAQS program,” as well as actions relating to regional haze.

  • 4/20/18: BLM announces 60-day EIS scoping period for oil and gas leasing in the ANWR Coastal Plain.

  • 4/23/18: EPA releases policy guidance announcing that it will consider biomass burned to generate electricity from stationary sources to be carbon neutral.

  • 4/25/18: FERC releases notice of inquiry to assess whether it should revise its approach to certification of natural gas pipelines, initiating 60-day comment period.

  • 4/30/18: EPA announces proposed ozone designations for remaining areas of the country under the 2015 ozone rule.

  • 5/3/18: EPA announces that it plans to study and seek input on how the Agency, states, and stakeholders regulate and manage wastewater from oil and gas operations.

  • 5/4/18: BLM publishes draft environmental impact analyses of proposed changes to sage grouse resource management plans in Colorado, Idaho, Oregon, Nevada, Utah, Wyoming, and part of California.

  • 5/9/18: EPA issues memorandum detailing principles for setting future NAAQS standards.

In addition to the comprehensive tracking database below, cumulative data quantifying the status and progress of Trump Administration energy actions is tabulated in this simplified quick reference list. As of this edition of the Tracker, energy-related actions taken by President Trump include 8 executive orders, 5 presidential memoranda, and provisions in 5 public laws. Further, by our best estimate, there are currently 15 energy-related regulatory/policy reforms initiated or under review, 11 (+4 from last month), reforms formally proposed, and 23 reform actions that have been finalized or completed (+2 from last month). (These figures do not include project-specific actions such as leases or permit approvals.)

In addition, litigation pertaining to at least 19 actions is underway or ongoing. Among these, seven regulatory-related court cases are currently being held in abeyance, and in 3 instances court action has overturned Executive Branch postponement of regulatory implementation.
